Note: The job is a remote job and is open to candidates in USA. NYC School Construction Authority (SCA) is seeking a Recruiting Manager responsible for a wide range of Human Resources activities. The role includes managing recruitment, employee benefits, labor relations, and ensuring compliance with employment laws.
Responsibilities
- Analyzes and develops human resources issues, policies and procedures, and makes recommendations to senior management
- Provides technical assistance and guidance to Authority managers and supervisors on such issues as employee discipline, recruitment and selection, pension and benefit coverage, compensation, timekeeping/payroll and civil service law
- Ensures compliance with relevant Federal, State and City employment laws, including but not limited to those relating to immigration and naturalization, Equal Employment Opportunity, veterans affairs, Family Medical Leave Act, Americans with Disabilities Act, Fair Labor Standards Act, Consolidated Omnibus Reconciliation Act, civil service law and labor contracts
- Represents the Authority at arbitrations, mediations, unemployment hearings and other administrative proceedings
- Represents the Authority on applications, proposals or programs before governmental agencies, including but not limited to, the State Civil Service Commission and State Public Employment Relations Board
- Reviews and authorizes invoices and makes timely payments and develops budgetary proposals as required
- Provides the Payroll Unit with appropriate notification and information on new hires, promotions, demotions, leaves and terminations; may manage and audit the timekeeping/payroll function
- May develop and recommend employment application forms and procedures; schedules candidates for employment processing; ensures that employment documentation requirements have been met
- May develop, recommend and implement recruitment strategies to fill vacancies at the managerial and non-managerial level, including the use of employment advertisements, other governmental agencies, search firms, the resume bank and walk-in candidates
- May serve as a principal liaison with labor organizations as well as city, state and federal labor offices in order to promote harmonious and productive labor relations within the Authority
- May participate in collective bargaining negotiations and labor/management meetings; administers and interprets collective bargaining agreements, reviews and prepares material for arbitration and impasse proceeding
- Prepares cost estimates and analyses of union demands
- May establish and maintain working relationships with health insurance carriers, welfare funds, pension systems and governmental agencies to facilitate the smooth and efficient servicing of employee claims
- Resolves questions and problems raised by employees
- May explain pension and benefits coverage and answers employee questions
- Enrolls employee in the programs of their choice; transmits enrollment notifications to the appropriate carriers and/or vendors and the Finance Division
- Prepares statistical and analytical reports of a confidential nature, e.g., affirmative action, salary comparisons, payroll data, union negotiation strategies, cost benefit analysis, timekeeping/leave usage, labor activities and labor/employment laws
- Prepares and develops title classification for new and existing titles, outlining level of responsibility, qualification and civil service status
- Makes recommendations regarding recruitment, hiring, promotion, reassignment and discipline of Authority staff
- Performs related duties, as assigned
Skills
- Baccalaureate degree
- Six years of full time experience in human resources administration, administration of collective bargaining agreements, benefits and pension, recruitment and employment, classification and compensation or training; three years must have been in an administrative or managerial capacity or a satisfactory combination of education and experience
- Weighted consideration may be given to those candidates with a degree in Industrial or Labor Relations, Law, Human Resources or a related field
- Excellent managerial and interpersonal skills
- Strong background in contract staffing

- Intermediate Microsoft Excel Skills: VLOOKUP, pivot tables, conditional formatting, charts, and graphs
