Required:(Candidates must meet or exceed all minimum requirements)• 15+ years (Required): Knowledge of client's policies and regulations.• 15+ years (Required): Knowledge of federal labor laws.• 15+ years (Required): Technical expertise in Application Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects.• 12+ years (Required): Experience performing PeopleSoft system configuration changes.• 12+ years (Required): Knowledge of security best practices, NIST standards, and multi-tenant ERP environments.• 10+ years (Required): Experience supporting Texas public sector environments with 30+ agencies.• 10+ years (Required): Strategic roadmap development and cross-functional planning experience.• 10+ years (Required): CAPPS HR/Payroll (PeopleSoft HCM 9.2) support experience.• 10+ years (Required): Experience with PUM, Fluid UI, and Elasticsearch/Search Framework.• 10+ years (Required): Functional project management experience.• 10+ years (Required): Tier 2 Service Desk support for large multi-agency environments.• 10+ years (Required): Experience supporting Major Incident Management (P1/P2).• 10+ years (Required): Experience participating in Disaster Recovery exercises.• 10+ years (Required): Experience preparing and delivering executive-level presentations.• 10+ years (Required): Experience supporting audits and open records requests.• 10+ years (Required): Experience interpreting contracts and managing vendor accountability.• 10+ years (Required): SQL experience maintaining synchronization across CAPPS and SPRS systems.• 8+ years (Required): Experience producing WCAG 2.1-compliant materials.• 3+ years (Required): Knowledge of ITIL principles (ITSM and ITAM).Preferred:• 10 years – Experience supporting production operations for CPA’s legacy Statewide Financial SystemsSummary: • Provides highly advanced (senior-level) consultative and functional/technical support for the State of Texas CAPPS (Centralized Accounting and Payroll/Personnel System) Program, with a focus on PeopleSoft HCM 9.2 HR/Payroll. • Serves as a subject matter expert (SME) across HR/Payroll modules, system configuration, reporting, integrations, and compliance (including ACA and WCAG 2.1). • Works independently under minimal supervision, supporting a large multi-agency environment while ensuring system integrity, security, and compliance with state and federal regulations. • Collaborates with agencies, vendors, and cross-functional teams to deliver enhancements, resolve incidents, and maintain system performance.Responsibilities:• Provide expert-level functional and technical support for CAPPS HR/Payroll (PeopleSoft HCM 9.2) modules such as Workforce Administration, Time & Labor, Payroll, and Position Management. • Serve as a primary point of contact for CAPPS agencies, delivering Tier 2 support and coordinating with Tier 3 managed services. • Lead and execute functional design activities, including creation/review of Functional Design Documents (FDDs) and system configurations. • Configure and maintain system components including job codes, positions, departments, workflows (AWE), and security (row-level and multi-tenant). • Develop and maintain reporting solutions using PS Query, SAP Business Objects, BI Publisher, and SQL. • Support ACA processes including 1095-C reporting, IRS compliance, and electronic file generation/transmission. • Utilize technical tools such as Application Designer, Integration Broker, SQR, SQL, Elasticsearch, and PUM. • Ensure adherence to security standards, NIST frameworks, and multi-tenancy requirements. • Lead requirements gathering, testing (UAT/regression), documentation, and change management initiatives. • Manage and resolve incidents, including participation in Major Incident Management (P1/P2) processes. • Participate in Disaster Recovery testing, system upgrades, and SOC-1 audits. • Deliver training, cross-training, and presentations to agencies, user groups, and executive stakeholders. • Support project initiatives including system enhancements, legislative updates, and year-end processes. • Ensure compliance with WCAG 2.1 accessibility standards across all deliverables. • Align all work with ITIL (ITSM/ITAM) principles and CPA policies/procedures. • Complete 10 hours of annual professional training at own cost and time (per contract requirements). • Perform additional duties as assigned.**Only those lawfully authorized to work in the designated country associated with the position will be considered.** **Please note that all Position start dates and duration are estimates and may be reduced or lengthened based upon a client’s business needs and requirements.**
